What DIfference does a ruling class make to policies of state?
What is the difference between the actions of a workers state and a bourgeois state? This question was raised in the discussion forum with regard to immigration but this can also be applied to many other areas as well. The change in the class nature of the state is no mere change of personnel or an administration. It is a change brought about by the proletariat reaching a level of unity and organisation which enables workers to overthrow the capitalist class, smash the machinery of the bourgeois state and build a new state, a workers state run on the basis of the dictatorship of the proletariat.
Let us still use the example of immigration and emigration policy here to explore this further. If we reach the point where the imperialists in Britain or the USA are actually overthrown and a workers state is built then it will be one that is based upon the unity of the working class, the ending of the imperialist exploitation of labour and resources of other nations by the ruling class and the development of a planned economy. All of which necessitates the building and maintaining of class unity amongst the proletariat if the new workers state is to survive in what will likely be a difficult and perhaps hostile environment. Whereas class unity is our need, division is the need of the capitalist class. They require the proletariat under the current system to be divided by levels of income, education, religion, sex, nationality or immigration status. All of these divisions are constantly amped up especially now we are in a period of perpetual crisis for imperialism. Any immigration policy created by a system of decaying monopoly capital can only be based on the need of the ruling class for the hyper exploitation of labour, the conquest of markets overseas and the division of the domestic working class. These needs lie in the roots of all their actions and this is not going to change. The system is too rotten and far gone now for anything progressive to come out of it.
How would this change under a workers state? If we use the example of the USA or Britain, as the premier imperialist powers, we can see how big a change in the world that them becoming workers states would make. If you remove the global machinations of the US imperialist system then what happens? No more economic war on places like Syria or the west of West Asia. No more sanctions wars on Venezuela or Cuba. No more immiserating via debt of nations like Argentina or Ecuador. An American revolution would also mark the final end of what remains of French, German, Italian and British imperialism. This would mean the principal causes of the mass movement of labour would now be gone. Imagine how much more stable the world would become with that system gone. So now an American workers state will have no interest in exploiting any other country in the world but in the maximum development of the resources inside the borders of the USA including the ability now to, via the planned economy, reach full employment in a way that is simply not possible under the conditions of decaying imperialism.
An American workers state would therefore no longer be the source for the global instability that prompts vast waves of migration. The American working class being in power would mean that decisions regarding immigration and emigration policy would no longer be taken for the purposes of hyper exploiting newly arrived workers and creating division within the working class but on a rational and genuinely humanistic approach based on economic need. This is why we must always keep in mind the lessons taught by Stalin when he wrote that the natural ally of the workers in the imperialist countries are the oppressed and colonised peoples. It is in our interests and theirs that the current ruling class are brought down. Our own countries are withering away and the ruling class here seeks to stave off collapse by waging aggressive wars, stealing resources and uprooting gigantic numbers of workers to come and be hyper exploited in the imperial core. It is not in our interests or those being subjected to neo-colonialism that this system continues. The true equality of nations can be achieved under a system of sovereign workers states.
