“On the tasks of the Communist Party of the Russian Federation to unite anti-fascist forces in the fight against imperialism, reaction and the military threat”

Irreversible changes are taking place in the world. Humanity has entered a period of upheaval. Imperialism continues to aggravate the contradictions that have already led to two world wars and given rise to extremely reactionary phenomena. Fascism became a natural result of the development of capitalist society. It is an open terrorist dictatorship of the most reactionary elements of finance capital.

After the destruction of the USSR, the policies of the capitalist West became even more cynical and immoral. Modern imperialism is again “pregnant” with fascism. The deep socio-economic crisis in Western countries is fueling the growth of reactionary tendencies, the rollback of democratic norms, and an attack on the rights of the working class. Far-right movements are gaining strength.

The ideology and practice of neo-Nazism are again receiving the patronage of oligarchic circles. In a number of countries, the glorification of Nazism reaches the level of state policy. The history of World War II is being rewritten. The crimes of Hitlerism are hushed up. The results of the Nuremberg Tribunal for Nazi criminals are ignored. There is a creeping rehabilitation of Nazism. Monuments to anti-fascists are being dismantled.

Global capital thinks in terms of domination. By starting wars, the strategists of the collective West hope to resolve accumulated internal problems. War and fascism are tools in their hands. The United States and its NATO allies allowed the Nazi ideology to be elevated to the rank of state ideology in Ukraine. The Bandera regime closed objectionable media, banned opposition activities, and carried out reprisals against communists and anti-fascists – all who preserved the ideals of the brotherhood of peoples and loyalty to the Great Victory over fascism.

The resurgence of fascism is not exclusively a Western phenomenon. The activation of reactionary forces is also characteristic of other capitalist countries. The influence of the far right is growing in Latin America and Asia. Russian communists are obliged to take the strengthening of right-wing forces in our country very seriously. These are not random incidents or the machinations of individuals, but a manifestation of a deep pattern in the development of capitalism.

Historical experience has proven that only the masses of working people, led by communists, can block the path of fascism and defeat it. The most important area of activity of the Communist Party of the Russian Federation at this stage is the unification of anti-fascist forces in the fight against imperialism, reaction and the military threat.

Countering reactionary tendencies is the area of special attention of the Communist Party of the Russian Federation. The active protest of left-wing patriotic forces in Russia put an end to NATO’s plans to create an air base in Ulyanovsk and conduct joint exercises in the Nizhny Novgorod region. The party defended the Victory Banner from attempts to “smear” the hammer and sickle. It was possible to return Victory Day over militaristic Japan to the number of holidays and memorable dates. Russian communists were the most consistent in supporting the legally elected President A.G. Lukashenko during the days of the attempted coup in Belarus. The Communist Party of the Russian Federation takes part in international solidarity actions in support of Cuba, Palestine, and other countries and peoples.

An important condition for the formation of a firm anti-fascist position of the residents of Russia is educational, educational, civil and patriotic work. The party has always insisted on restoring educational tasks in the implementation of educational programs and fought against anti-Sovietism and Russophobia. A special part of this work is preserving the memory of the Great Patriotic War, exposing distortions of history, and memorial activities. Significant work in this direction is carried out by branches of the Communist Party of the Russian Federation, party media, and the Center for Political Studies of the Central Committee of the Communist Party of the Russian Federation.

Many branches of the party are actively involved in countering the aggression of the NATO military against Russia. Humanitarian aid columns are regularly sent to Donbass and Novorossiya. An example of patriotic work is shown by communist governors A.E. Klychkov, V.O. Konovalov, A.Yu. Russians. Particular attention is paid to the families of mobilized soldiers and volunteers, wounded and dead soldiers.

The IX (May) joint plenum of the Central Committee and the Central Committee of the Communist Party of the Russian Federation decides:

1. Support the theses of the report “On the tasks of the Communist Party of the Russian Federation in uniting anti-fascist forces in the fight against imperialism, reaction and the military threat”, presented by the Chairman of the Central Committee G.A. Zyuganov. The Presidium of the Central Committee, regional and local committees of the Communist Party of the Russian Federation should organize a discussion of the report in party branches, and develop measures to implement its provisions.

Persistently explain the fact that fascism is a natural consequence of the development of imperialism. Eliminating the roots of fascism is directly related to overcoming capitalism.

2. The Presidium and Secretariat of the Central Committee of the Communist Party of the Russian Federation to carry out constant activities to unite anti-fascist forces in the fight against imperialism, reaction and the military threat at the international and national levels. Be guided in this work by the assessments and conclusions of the Manifesto for the unification of the peoples of the world “Protect humanity from fascism!”, adopted by the International Anti-Fascist Forum in Minsk on April 22, 2023.

Initiate, together with the UPC-CPSU parties, the holding of the Second International Anti-Fascist Forum.

Inside the country, expose any attempts to whitewash collaborators, accomplices of the interventionists and Nazi henchmen.

Actively oppose the rollback of social and democratic rights of Russian citizens. Insist on legislative and practical provision of the right to free and fair elections.

3. The factions of the Communist Party of the Russian Federation in the State Duma will continue to actively participate in the preparation and holding of international parliamentary forums, the Russia-Africa and Russia-Latin America forums, and in the work of friendship groups with the parliaments of foreign countries.

4. The Presidium and Secretariat of the Central Committee of the Communist Party of the Russian Federation, regional and local party committees to continue systematic work on collecting and sending humanitarian aid to new regions of Russia, to the zone of a special military operation. Provide support to combat veterans. Provide constant assistance to the families of communists who lost their lives and health in the fight against neo-fascist formations.

5. The Presidium and Secretariat of the Central Committee of the Communist Party of the Russian Federation, the editorial boards of party publications, the Center for Political Studies of the Central Committee, communists in the all-Russian organization “Russian Scientists of Socialist Orientation” should pay attention to the study of theoretical, philosophical and historical issues in the fight against fascism and imperialism, popularization and propaganda of the results of such research .

6. Committees of the Communist Party of the Russian Federation at all levels should ensure in their work the dialectical unity of the patriotic and international education of communists, party supporters, and the younger generation. To use in this work the capabilities of communists – veterans of the Armed Forces and participants in a special military operation.

7. Control over the implementation of this Resolution is entrusted to the Presidium of the Central Committee of the Communist Party of the Russian Federation
